PC TOTALY CRASHED! NEED HELP!

i have a packard bell pentium 4 HT 3.0 ghz,
and the problem is,
When i try to start the computer i get the Packardbell logo to see,
but for the rest nothing happens.
nothing works nothing respond, i cant get in windows because i only see
the packardbell logo and i realy dont have a clue whats goin on,
Maybe my mobo is death!?

Check there are no discs in drives
Disconnect any external hardware (USB etc.)
Will PC boot in safe mode? (Press F8). You could try “Last Known Good….”
Can you access BIOS? (Press del)
no, cant acces ANYTHING, i only see the logo from packardbell..i dont even get windows logo to see, and no acces to boot or BIOS.
no matter what i press.
If you did nothing you could have a the nasty virus “Kiss me” (I think its called that)
It lets you start up and see the logo and then shuts you down.
It has acessed you BIOS, so you have two choices. Risk another’s computer and scan with all you got, or you take it to the disinfection computer centre (their everywhere).
