disable remote access first of all.

and just to be safe run a boot scan with ur antivirus.
Scan your computer with a good anti-virus.

to say that you must have restarted ?
so unless the message was a hoax the data is lost and Im sure you would know if it was ?
is your firewall working again ?
I would start all over again format and reinstall os from my ghost image but thats cause Im paranoid

If i reformat my pc I’m nolonger hacked but the Ip how can I change it ?

Forget reformat option, it’s like the last move you’ll have to do. Boot into safe-mode (via msconfig) and then install & run Malwarebytes – Antimalware and an updated antivirus of your choice. Let them deep scan for a while until they find all the Viruses you claim to have and then do a defrag (for better performance)
