Looking for a PC program to split larger video files into 2 or 3 smaller files

Got some large mp4, avi and mkv files that I need to split in half or into smaller files in general. Thanks

I’ve never used it, but I’m pretty sure even windows movie maker can do that
Basically, any video editing software, probably most video converters, can do what you are looking for

If it’s for uploading reasons, archive them (or use HJ-Split) using either WinRar or 7-zip and split the archive, not the actual video file. That way it’ll be easier for the recipient of the file to bring it to it’s former format (you could also do this anyway if you find it more handy for you). Else just use ffmpeg or if you prefer GUI get a serious editor, Blender is my recommendation.
