With ATi drivers, you always have to uninstall old drivers and catalyst software, then, reboot..then, install the new driver pkg.

I have previously had problems installing graphic drivers when i moved from windows 7 to 8. But using the method suggested below, I was able to resolve the issues. I highly recommend you give this a try!
1) Firstly, uninstall all your existing drivers using this software: http://www.guru3d.com/content-page/guru3d-driver-sweeper.html
2) Now use this software to install the correct driver version for your motherboard: http://www.driveridentifier.com/download.php

there are flash videos that tell you step-by-step how to upgrade the drivers
and they say to basically uninstall all old catalyst stuff [which will include the drivers] and then, reboot and then, install new catalyst package [which will include the new drivers.
