How to set Dual Audio in MKV file

I have Dual Audio Movie in MKV format. The English Audio is well as usual but the dubbed Audio is not fit with accuracy as I noticed that 2nd Audio start after 5 Seconds of English audio and you know scenes change in 5 seconds. So its too much disturbing.
I want to know is it possible to start the 2nd Audio on exact time when English audion start?
If yes then let me know the procedure in detail.

Play with VLC or other suitable player to determine how much the audio is in front of or behind the dialogue.

Play with VLC , MPC or other suitable player to determine how much the audio is in front of, or behind ,the dialogue.
Put the movie into MKVmerge (part of MKVtoolnix)…….Highlight the required audio track and adjust it, +or- the number of milliseconds, as shown in this thread.

It mentions using MKVextract also, but I can’t see that it is necessary..
