How to register @Yahoo Japan ?

Well, i need to register on Yahoo Auctions Japan, but the problem is that apparently not even Google Translator can translate the pages to proper English to understand. I’m literally stuck. Any ideas? Or anyone knows Japanese?

And what is it? Why dont’t you try PlayAsia or another website?
BTW, I don’t know japanese. Yet. And online translators fail at japanese, chinese, korean and stuff like that. D:
