I actually don’t have a PS3…but Google has all the answers
What I have found out about this error is that it seems to deal with the Blu-Ray drive. Here are a couple solutions:

http://community.us.playstation.com/thread/1658026?start=0&tstart=0
First link is a strait forward solution that helped that particular user fix this issue. Second link goes in depth with everything he tried till he came up with the solution. Both has the same solution but the second link also gives another option as to why you are experiencing this issue. I recommend reading the first one and try what that user says to do then read the whole post in the second link.

Glad to hear. I’m assuming this solved your problem?
Open your PS3, raise your blu-ray drive a bit, without tugging on any connections, and see if the ribbon cable is plugged in properly on either end. even if it looks ok, try the update while pushing down the clip on the console side of the ribbon cable the entire time.
