Get ipod Touch out of Recovery mode

Ok ive been trying for the past hour or so and still no luck with getting it out of recovery mode….
is there any windows programs that will get it out of it i know there i some for the mac but yea….. no mac close to me at all…

what dose it mean by make sure you have 1.1.3?
also the download for the program is dead… its not working for me anyway
