Downloading slowly

I use to dl around 800lb/s to 1MB/sec on rapidsshare now i only dl @ 430 kb/s
My isp dosnt have any bandwidth and speedtest says my net is 12MB download
0.68mb upload
Also i forgot to add, i dl @ 1mb on things like filefront, does anyone else also have a problem downloading fast from rapidshare?

no but I never get more than 450 on an upto 8 meg line ( 5 meg from speed tests )
