Charging 5V 2A input battery with 5.3V 2A Adapter?

Generally yes – standard adaptors have a 5% to 10% error margin anyway.
If it’s critical machinery, medical, x-ray imaging, etc then no, don’t do it.
If it’s a mp3 player of portable tv or general consumer item, it’ll be OK.
It shouldn’t be a problem…0.3V extra wouldn’t be noticeable..

I’m just afraid that small voltage difference could damage lithium-ion cells…
Is OK…The power bank actually regulates the voltage lower itself anyhow.
