Blocking a lot of options in XP

So my friend got a new pc. And I have set up 2 different user. Him as an admin, and a second account for guests and his gf. But what I really want to do, is to make them a) more independent or b) block the second account from specific programs and options.
I would like it to be like his Windows live messenger always comes up with his name in the admin account, but in guest account it always comes up blank. (or at least last user, besides admin)
I also want to make the sound volume independent. So even if the guest turns it to the max, admin still can hear the next day. It could also be neat blocking even more folders. As off now, the guest account can’t install any programs, or alter system files. But I want to make it to a more-or-less surfing user only. Can this be done?

Well some of your requests can be done. You can block everyone except the admin to use applications. While installing an application select the option “This user only” and it will install the application just for you. Regarding the folders you need to install Folder Guard to block them and make them with a password.

Read up on Group Policies. These can help you choose exact options.

But is there a way now, when done is done?
Or is it faster to re-install the programs?
