What is the best program to edit a video or to extract audio with best quality?

You have not mentioned what type of video.
For extracting audio, I usually use Media Player Classic. It has a tool on the file menu for demuxing audio and video which is easy to use and gets it done without messing around. It simply extracts the Audio as it is in the video, so if the video has MP3 sound, that will be extracted with no alteration. The quality will therefore not be affected. You can use VirtualDubMod as well, on the streams menu, selecting streams list and demux the audio stream has the same effect as above.
For editing Avi videos, you cannot beat VirtualDub/Mod and for more complex editing, AviSynth with AvsP.

You need a sound card too with stereo mix. I don’t have one so I can’t get audio from my computer.

You can extract the audio and make a CD of it. Then you don’t need a soundcard. But why don’t you have a soundcard? Every computer in the last 4 years comes with onboard sound.

If you just wanna “rip” audio out of a video file ..use super audio grabber (as I have mentioned in the above post..) . BTW , Its a great app

Don’t need sound card support because the apps. will extract the sound from the vid.. It doesn’t need to “record” it
