Add Effects to photos ? back ground,frames- software ?

Hi
Need to know which is best software to add cool photo effects [ background/frames/animation/ etc ] to few family pics.
pls suggest me good appz..

Hi did you have any luck trying to find the programme you wanted ont his post about pictures? Im looking for a programme to add disney and other charectors to my pictures, i got it done easily abroad but wanna try myself to do it- any ideas ? Anyways thx in advance.Much Appreciated
