how to change Icons on programs that don’t allow it?

im trying to change my desktop icons to some nice looking icons, but on a few programs the ‘Change Icon…’ is faded out so i can’t change it
is there a way around this?
this is what im talking about..

click advanced and then click and make it so you can change the icon. (i think this will work)
