Should I buy a new router?

I currently own a belkin mimo wireless router and it continues to assign the same ip to other laptops under the dhcp form. Additionaly i am not able to assign static ip due to a broadband phone. Is there any router out there that doesn’t assign ip every time?

Why can’t you assign static IPs with a broadband phone? I don’t see a problem.
