Add blur to a video?

Well, I made a video to post up on my YouTube Channel of my first car. Only problem, at the beginning of the video, I show for 2 seconds my license plate. I was trying to talk and show the back of my car and.. well, lol. I was wondering if there is a program for a blur circle? Hopefully something that will follow the movements of my camera on my license plate.
Last, just to make sure, my video is in .MOV Quicktime format. So hopefully if there is a program, that’ll support that format. I don’t want to mess up picture quality or video resolution.
i’ve got corel video studio. It will do what you ask. But it would be a big download just for that little job
I’ve downloaded Corel VideoStudio 12 just yesterday. It’s got a blur, but it blurs the whole video from start to finish. I just want to be able to have a blur that’s like a circle that I can move to that area it needs to be at. But it only needs to be there for a few seconds, then I can post my video up.
