Advice for Video Editing Tool that can have option to arrange video speed

I am deliberately in need of video editing tool that gives chance to change video speed on parts of the video. I have tried some but they either make it slow motion or so fast that can be seen unnatural movements on video. I try to speed up 50 frames per second or 60 on certain scenes of the video clip.
Any advices on which programme should i download that works for me?

Cyberlink Powerdirector 14 can speed up to 100X or slow down. You pick the frames or time frame.

Me personally, I have Cyberlink Powerdirector 14 and I know they have a mobile app. But I don’t use it.
