if youve already tried F8 and safe mode and last known good & have a windows XP disk. Boot to winxp and try the repair option. If that still doesnt work just load windows without formating. youll end up being able to get in and youll have 2 sets of sys folders & youll have to reload your drivers and programs but all your files will be still there
good luck

To access your hard drive when you can’t boot, download and burn windows xp portable/usb edition. You can use a nextwork cable and transfer files over the network to another computer or if you have a backup drive you can use the file management utility to transfer the files to that drive.
PS. If you’re going to put stuff on a usb/external hdd, make sure you plug them in before you start your computer because portable xp doesn’t recognize them unless portable xp is loaded up with them already plugged in.

It could be a hardware error. If you have more than one stick of memory, try booting with each in the first slot by itself to see if one is ok and the other toast. Also, check that your cpu fan is spinning, if it doesn’t spin the pc will not boot, although it usually beeps a warning. Then there’s the power supply, it supplies 3 5 and 12volts, any one of those rails goes out and your bootless.
