Whats the current situation with Wii’s, their firmware…

I’ve done some Google’ing but alot of the articles are several months old.
So can someone please provide a little information on what’s needed an how difficult it is to do?
Anyone know if brand new Wii’s in stores are pre-loaded with the latest (4.x) firmware and if so will this be a stumbling block?
(Can the firmware be downgraded?)
Do Wii’s that load games from USB/HDD’s work online? (Obviously most of my games will have been downloaded ISO’s.)
Lastly and most importantly, does the downloadable “New Super Mario Bros” work yet?
(Last time I looked, alot of people will have problems after the first 2 levels.)
