What is the best way? (about a website design)

Hi,
Im planning to start a classified ad website. It will be limited to my country only. There will be a some kind of points/ reward system, UCP, Admin Panel.
Im not sure if I should hire a web designing company or an individual to do this.
I mean I need this site to be professional. Also after I launch the site Im going to need someone to advise me on hosting and fix any errors that may occur.
So what do you think? Im ready to spend decent amount of money on this project.
Also I was thinking if its good to hire one person to design the site (from sites like DesignCrowd.com) and one person/ group to do the coding/ developing.
Please let me know your ideas. Whatever you say may be helpful to me.

Yeah. I would advise to hire someone to do the design and coding separately. The person doing the design will be focused on your design needs while the coding crew will focus on coding rather than overall product.

Well. You also have to consider a market plan. Are the advertisements free? If so, how will you earn enough money to profit? If the advertisements are not free, consider making them free at the start, as an empty database of advertisements doesn’t always attract people. Also, how will you attract people to the website? To get traffic consider different SEO techniques and social media (that’s a big one nowadays).

There will be both free and paid ads. But you’ll have have to earn free ads. I mean there will be some kind of rewards/ points system (eg. 100 points = 1 ad). To earn these points user will share my site in their FB, surf the site, refer friends etc.
I plan to buy ad space in popular “local” websites.

Higher a team. Don’t doubt that freelancers win hard, so maybe turn to them for the after-first-launch peice, but definitely have a team to the initial release, look to run a beta with testing/stress testers, and then push it forward.

dunno where youre located but i strongly recommend to hire someone from your area. it might sound silly but the sheer possibilty that you could appear in person at any time does wonders! also; dont go for the cheaper, the better. in the long run you get what you paid for.
