i have to built a site.. where everyone can bid..
First, you will need to get web hosting, I would recommend shared hosting to start with (unless you wanna spend hundreds on a dedicated).
This host will have to be PCI compliant and allow for a dedicated IP and SSL installation.
Second, your probably going to want to find an Auction CMS (unless you wanna spend thousands on developing your own).
Then you still have to configure it, customize it, and set it all up.
Lastly you can get a monthly subscription from your favorite merchant processor to take credit card payments for you.
