Try the HP Format tool or a low level format.

If neither work – then bin it and buy a new one.

I don’t know much of such cases but maybe the files are locked in use – tried that a lot on my external drives and had to use this tool to unlock them:
http://lockhunter.com/
Answer #5
Try doing it from a Live CD (any Linux Live ISO or Win PE) environment or from Hiren’s Boot CD (which will allow you to do it before the operating system has load) in case any malware is preventing it from being done with Windows.
Answer #6
Sometimes that happens when you connect your usb to a mediaplayer or TV
and didnt safely removed it.
You need to know what chipset your usb uses and then find a low level format tool or
firmware tool that is for that chipset.
For example for Kingston Drives, Format Silicon Power works like a charm.
Just google it. You could also try :
– USB Flash tools
– Phison Formatter
– Flash Genius
Maybe youve already thrashed the drive, but maybe this could help other members.
Just my 2c
