USB net connection trouble

Hey.. So basically i have set up a new HD and put windows XP on it. Yesterday i attempted to set the internet on it. But the computer was not reading the USB connection between my modem and the computer. i was talking to my ISP technical people and they just told me it sholuld just work.

This is a pic of my modem and where it is circled is where the light was not on…
I was wondering because it’s a new driver does it mean i have to install some drivers or do something else… i ain’t sure

PS: i know the cable is ok.. because the net works on my other HD
