If I’ve understood you correctly, you have a 15Mbps (Megabits per second, the smaller case ‘b’) Internet connection.
So, the theoretical maximum download speed of your connection will be 1.875 MB/s (that’s Megabytes per second, hence the B in upper case; 1 Byte = 8 bits, so 15Mbps = 15/8 MB/s = 1.875 MB/s).
So I’d say you are using your bandwidth quite well.

If your internet plan is 15mbps and you’re getting download speeds of 2-3MBps, then you’re getting what you paid for.
If you’re getting download speeds of 2-3mbps, then you have a problem and you’ll need to talk to them(your ISP) to get it fixed.
