Slow Down Windows & other Software

I’m Looking for an App which can slow down / delay the Speed of Windows or Software running on Windows ….something like bullet-time
I tried !xpeed Pro but that things always crashes my Firefox -.-

Why not just open a ton of resource hungry programs?

No such program that slows programs down without effecting general PC performance. If you want to slow your PC down just run a stress test that uses pretty much all of your hardware to it’s fullest.
