Rip videos to x264 ~300MB or ~700MB?

Is there an average bit rate to go by? I’m not sure what I should rip to, ~300MB or ~700MB? Any suggestions or advice? Thanks in advance!

There is no average bitrate…
The longer a movie is, the lower bitrate is used

Sorry, I guess I just meant normal bit rate. Or maybe overall?
Actually, Megui refers to it as average bit rate:
