Ok so i exceeded the download limit which is 25GB,when can i download more?

It works kinda like a slide. Each day Rapidshare measures how much you downloaded in the past 5 days. Here’s an example:
Day 1: 15 GB
Day 2: 8 GB
Day 3: 2 GB
Day 4: You hit the limit
Day 5: You still can’t download
Day 6: In the past five days you downloaded 0+0+2+8 (day 6+day 5+day 4+day 3+day 2) so you can download up to 15 GB

It’s not rocket science. If you downloaded 25 GB in one day then you have to wait 5 days. If you downloaded 25 GB in two days then you have to wait 4 days and so on. Hope you get it now

If you downloaded 25 GB in exactly 5 days then you should be able to download tomorrow

Yep, he is right. From RS site:
You may download 25 GB within five days. This means in other words that you can download 5 GB every day. You can also "burst" and download 15 GB today and 10 GB tomorrow, but this means that you will not be able to download anything the following three days because we check how much you have downloaded in the last five days. 25 GB = 25.000.000.000 Bytes.
