That, i can tell you, its not an easy or Straight Through Process… I know how to do it but it is hard to explain here.
First you need that ALL traffic pass through your linux server (wich will be your firewall). And doing that with iptables will be hard…
Then, when all your internet is working WELL through your linux firewall take a look at this:

Torrent clients allow you to set bandwidth limitations. Your best bet is to use communication and tell them to set limits.
If torrents get completely blocked (not easy), they will resort to http download’s and still suck all the bandwidth.
6Mb is pretty slow for multiple people.
