Paypal Scam

I have been scammed, but when I go to Resolution Centre and click Dispute a Transaction and clicked Item dispute and type in the Transaction ID and I get this error ‘We’re sorry, but this transaction cannot be disputed because it is not a purchase of goods or services. Please contact the recipient directly.’ So how do I get my money back?
And, This is another case
I closed the dispute as the seller said he will resend me the item but he didn’t, so how do I reopen the dispute again?

You never ever close the dispute until you have received the money. The other one, you have to directly contact paypal, Give them a call and see what is going on. Also, try to get a hold of the person who “scammed” you and talk to them. If you are not able to get a hold of them tell paypal that.

What was the first one for? what did you buy and where did you buy it from?
As for the second one, once a dispute is closed it cannot be reopened, the seller scammed you and you have let him get away with it.

How could I get in contact with Paypal without phoning up because it will cost loads, is there a alternative way like email?

When you send money purchasing something you should always list it as a purchase payment and make sure its not a personal gift or similar, this is most likely the reason they cannot dispute the transaction

Well is there I way I can contact Paypal by email about Scam 1 & 2?

Scam 1, you can not clear it. you lost your money entirely on that scam.
Scam 2 E-mail should suffice, however phone is better as it shows more proof that you are the indeed the owner.
