Paypal Lifting problem

Hi i have paypal account whenever i m login in my paypal account this page is opened as shown in fig..

and the problem is that * I can’t Send any one Money * I can’t Withdraw Money * I can’t add my bank account
* I can’t Close My Paypal account
After clicking on Resolution Center as shown in figure
It Ask for Credit Card but i don’t have any credit card and without credit card this limitation will not remove
For credit Card Purpose i tried VCC(Virtual Credit Card ) But It doesn’t Works
So i need help SomeOne who can help me in making my Account Verified I will pay you
if Any one know any legit / Illegal way to remove this limitation Frequenty post the solution in this thread or Send me Personal Message
I hope some one have Solution….

It looks like a scam…But no 100% sure..
Can you post the Paypal website link you are using..
