Mouse scrolling issue Vista Home Premium

I have a HP DV6000 laptop running genuine Vista Home Premium. I’ve just installed the latest updates and now I can’t scroll horizontally or vertically correctly using a mouse or the touchpad. Whenever I try, the scroll bar just keeps bouncing back to where it was originally. I’ve checked device manager and looked through the mouse settings and it says everything is working properly. Does anyone have a solution to this please. It’s driving my bonkers.
Any help would be gratefully appreciated.

Try unplugging and uninstalling your usb mouse. Then just use the touchpad, does the problem still exist? This will narrow down the problem a bit.

No good. I can’t even adjust the mouse pointer speed because it won’t let me scroll it across.

Remote into it. You can use just the keyboard to navigate through settings and configure things. A mouse really isn’t needed everything should be able to bone using the keyboard.
