2) Is it necessary to say “my arms” or can the pronoun be omitted ?
The part “With arms wide open” can’t be changed.

You way is more personal and less formal – it’s how a real person would say it.
“To you” implies that you are telling them how they would feel – almost dictating their point of view.
“For you” implies that YOU are doing it for them; it’s a lot nicer and friendlier.
In your sentence the pronoun can be omitted – you have already defined whose arms they are “I’ll always be”, the “my arms wide” can become “arms wide”.
