Not sure of it’s the best but I use Lame for converting with RazorLame as my GUI. For ripping CD’s I use EZCDAudioConverter1051 (used to be called EasyCD-DA Extractor).

Pretty much anyone who deals with mp3 would agree with that.
AAC > any MP3 encoder at any bitrate. Search the part # to find out if its supported it beats every codec out there.
