PS3’s GPU matches which graphics card in PC?
And is PS3 games use same amount of memory or PS3 designed for lower amounts?

So, pcs are lot powerful than that, but GTA 4 runs without much lag in PS3 but with same kind of graphic card in pc it lags like hell?

Yes, becouse all games are custom to playstation or xbox. In SOME latest games for ps3 they even manage to put some cores from the CPU helping the GPU calculations so you cant really compare hardware from pc and ps3 or xbox.
And one more thing about the developent of the game. When they develop a game the first game to came out usualy is the PC becouse they dont care mutch about the requirements (if you dont have enought just buy better hardware), THEN for ps3 or xbox the thing is diferent so they start to play with optimisations like the graphics quality (textures i.e.) and the frames (30fps or 60fps) and even the resolution (720p or full 1080p). ALL this to suit the console version wich must run good.
And there is a lot more to talk about that but the end idea is DONT compare versions/requirements.
Bottom liine: PC version always look better if you do manage to run the game in full specs becouse in theory there is no limitation for the develpers. Console versions are usualy a bit less good.
