Internet Capped

Hey my sister keeps downloading repetitively, She used WiFi from her laptop and is a noob at computers and just downloads music and movies. She doesn’t understand this offpeak and onpeak usage bandwidth. I was thinking that how we are sharing the internet connection is there a way to give her like 56k connection where I would take the rest? This would entertain her downloading movies at 5kb/sec. I am on a 24mbps plan and I want to keep the rest and give 56k to my sister. Is there anyway?

i think it depends on the router or in the internet connection..
in my router here, we can divide the speeds equally, or the way way we want to..
