Yes, it’s called knowledge: Virtually all programs display speed in kilobytes per second. Your ISP however will most likely tell you what your speed is in kilobits per second. 1 byte is 8 bits, so it follows that your 60 kilobytes per second are in fact 480 kilobits per second. Lo and behold, it magically got faster. Not. As you can see, your speed is what is advertised by your ISP.

While some people have managed to temporarily increase their speeds by messing with their modems, ISPs obviously don’t like that. As everyone else said, pay up!

Depending on your modem/firmware, type of connection etc, there are ways of tweaking and optimising your connection. As you haven’t stated enough of these, no-one can help you.
Try running TCP Optimiser, but your speed is virtually what you are being sold.

My ISP encourages customers to tweak their connections, we can even alter the SNR margins using DMT Tool, it saves their tech support having to do it
I’ve managed to get at least an extra Meg throughput permanently by tweaking my setup from the standard setup.
I use firefox with Adblock and FlashBlock to improve my browsing speeds and
I use IDM to download files and I found it to be slightly faster over other download managers.
When I use torrents I search in Torrentz and KickAss torrents and find the µTorrent compatible list, then copy-paste ALL the trackers in µTorrent.
This will give you a little boost. But for anything major, you’d need a better internet plan.
