Help to increase gprs speed

hey guys,
before this problem i get 33 KB/s downloading speedon idm.
im using aircel gprs in india
now, in last 2 months download speed is less than 2 kbps on idm. i call to costomer care , they sad within 72 hours ur problem will be resolved but still im face problem again. it take 5 miniuties to browse on www.google.co.in
i used idm and tcp optimisior . how to get back my 33 KB/s download speed.

well tata docomo is not setup in jammu and kashmir.

well im using idea gprs provide good speed @35 KB/s but limit upto 3 G.B in the pack of Rs. 97 only. it is very expansive for downloading.
can any one me idea that how to silve my network problem?
