well, the anchor tags is the only way to add hyperlinks

What exactly are you doing? Making a website? Or trying to enter these links into some soft of web wysiwyg or textarea and clicking submit?
If you are entering the href’s into a text area and clicking submit, chances are the links are being transformed. Because either you typed the ^^ in the URL, or it was added to the HREF after you entered it. Why is there an ^ and ^ in your href?
Also, unrelated, but why is the website you linked still running Apache 1.3.41? Version 1 has depreciated and is not updated.
