How to Adjust Graphical Settings for RAGE (ID Software)?

Hi Guys,
Anyone know how to adjust Graphic settings with RAGE? Sadly it cannot be done in game, there is apparently a method using STEAM but since I’ve downloaded it I cannot use the STEAM Method..
If anyone knows that would help a lot of us out including me

u need Phoenix installer
the newest version is Phoenix beta 7
use it
its function very nice
