how can i make a bootable usb?

ive been searching for hours on google all of the site give u crap programs to download but none of them work
i do not want to boot XP on from a USB, all i want is to boot from a usb to have a command prompt, with some dos commands available (like fdisk/diskpart etc)
and no i do not wish to use repair console

Hope you have seen the “App. section”, there are lots of posts for this

yes ive searched bootable cd but havent found much help
i mean there are many programs most of which to boot from an xp iso :/
i dont even know what best to diagnose my hdisk right now T_T
