how to make a bootable ISO / CD

for my upload here. i dont know how i did it in the past. i cant remember. i thought i used nlite. but i dont know how i use that anymore.
any one know how to make a OS (vista) from the link above. into a bootable ISO that will boot and install with a disc?
No ISO in the download. just files

nlite is for xp, for vista you can use vLite.

edit : cannot make a bootable iso. need vista to even run vlite.
any ideas?
