GTA IV runs slow on 9400GT, Why?

Hello, I’ve installed GTA IV PC game on my PC but it runs very slow. I have nVIDIA 1 GB GeForce 9400GT Graphics Card.
Computer Specifications:
Intel Dual Core E2140 @ 1.60 GHz?
2.5 GB DDR-II RAM
1 GB nVIDIA GeForce 9400GT Graphics Card

What to upgrade?
Should I upgrade my Processor? OR Graphics Card?
Should I upgrade my Processor to Core 2 Duo Processor?
Will a nVIDIA GeForce GTS250 512MB Graphics card be enough to play GTA IV smoothly?

Isnt this like, your 5th thread of the same thing? It will run slow because a 9400GT is essentially an upgraded 8500GT, which itself is not meant to be used for gaming, and, will obviously produce poor results when used for intensive games like GTA IV. You will probably have to upgrade both, your CPU and Graphics Card, to play GTA IV smoothly, but, on a higher priority, I guess it will be the Graphics Card.
On your choice, yes, a GTS 250 will play GTA IV smoothly at Low – Medium Settings overall.

Unrealistic.
Everything must be expensive, the game is just poorly ported.
So you have to compensate with expensive hardware.
I’m using a Phenom II X6 1090T with a 5750, max settings?
No way, it still glitches at 50 fps.

Of course it runs it far better than the PC version as it was first made for the Xbox 360. OMG, before even playing the game, your asking about trainers.
Well there is the cheat disk which you might have to buy. I mean, the game isn’t that hard.

You cant just upgrade your graphics card and expect GTA IV to run at high. As I said before, its an intensive game, and, you will need to upgrade both, your CPU and Graphics Card to play GTA IV at high. Besides, at $174 (8k INR), the GTS 450 is your best bet. (I am assuming you are from India, as I have seen in your previous threads).
