Dust and Scratch line on movie Remove

i have a wedding DVD 1998 so that dvd have lot of Scratch line when played.
so anybody help to remove automaticaly & reencode…
any software available?

The DVD has the scratches OR the video, when played, has scratches (which means it was film-to-dvd transfer)..??
If the former, take it to a video shop or library and ask to have it cleaned and polished on their machine.

so i want to remove the video noise and line borders then re-encode to New DVD.
Was this originally filmed on a tape? If you have the original I can fix it for ya and make another DVD.

Then, in brief, you rip the dvd to the HD, install avisynth and the plugin for the scratch removal (and there are plenty of others too), then run the video through avisynth.
Then you send the output to convertxtodvd and make a new dvd.
