Defect fonts

I can figure out where i have to click and how to pass to the end of running of that file. But i would like to ask what i have to do to change those symbols into default fonts of this patch file? I saw this many times when i wanted to install some game. I think it is because of Cyrillic (Russian version probably) and Windows 7 can’t recognize it. Can i just change something and to see normal fonts on language on which is it?

Control Panel – All Control Panel Items – Region and Language – Administrative tab – Change system locale – to what, I’m not sure.
I have it as – English (United States) and when something is on Russian I can see it on Russian language…..
What does it say on your side: French, German, Greek…
Win7 is default set-up on English (US)
