does anyone know a good Program to fix the video quality of a movie…make it more clear and brighter

VLC will allow you to change video contrast, brightness, hue, saturation, gamma etc. as well as many other settings
Go to Tools > Effects and Filters > Video effects > then check box at Image Adjust
