Where do I find this in Windows Media PLayer?

You don’t. You can’t enhance a song’s quality with any media player,Not directly at least,Only on the
player itself (using an equalizer,srs audio sandbox plugin) but those wont make much of a difference,If you
want a real improvement,Your gonna have to work with a sound editor+vst plugins on each song individually.
I recommend you use wavelab for this purpose,Get these plugins too:
waves complete
quikquak everything bundle
nomad factory all plugins bundle
ik multimedia classik studio reverb & t-racks
izotope ozone
urs plug-in bundle
lexicon pcm native reverb
starplugs vintage bundle

Important note: You should always use a limiter at the end your plugin chain to prevent distortion.
You could use L1/L2/L3 (comes with the waves bundle) or v-limiter (comes with starplugs)
Edit: On a second thought,Maybe I misunderstood,Your post is not very clear to be honest,If you wanna
burn an mp3 disc and wanna convert certain songs to a lower bitrate (so you could fit in more of em) then you’d wanna
use an audio converter app like easy cd-da extractor.
