What other pc did you try it on? what windows… same version?
Blocked?… try turning off UAC. user access control.. and then running the driver setup.
and any other blocking type of software… win defender… temp disable it.
UAC = useless annoying crap.. lol! I just now thought of that saying. lol.
no, my other pc which works with the dongle is windows 8, while the problematic one is windows 8.1, I tried disabling windows defender, but to no avail
even windows update to install csr bluetooth driver is failed with error msg “invalid data”
UAC is already disabled since the first time I installed windows 8.1

Terrible advice.
Anyway don’t use the driver manufacturers installer. go to %temp% and delete everything in there
run the installer and wait until it craps out the message
your drivers will be in %temp% in a subfolder
Look for .sys and .ini and use the device manager to install the drivers.

I have tried install using right click at tosfusb.inf, and install, but nothing happened, it seems like window doesnt even detect the usb bt at all
Here are the drivers, You can now use any Bluetooth stack you wish with the device. Use the device manager to install them.

I tried them, I use device manager, I right clicked the device, then >>>> update driver >>> browse to the directory where I extracted the driver, and as usual, this is the error message which came up after that
crap i didn’t think the driver needed the Toshiba stack files, Oh well just extract the whole BtSwInst.msi with universal extractor like i did and point it to the extracted files.

Actually in the past, even without toshiba bt, the device works with the generic bt driver from windows update
The problem is, even windows update is unable to install it’s generic driver, always come up with the msg “invalid data”
I think the problem lies not in the driver, but somewhere, somethin’ is blocking the bt installation, but I have no idea what is the culprit
“invalid data” where ? The device manager or windows update ?

Remember the 8.1 preview is still really in Beta stage and you will come across weird glitches like this. Sounds like a report to MSDN is in order if you can’t get it running so they can fix it in the general release. I’ll look on the MSDN forum tomorrow and see if there are any similar issues.
