All of RAM not being used? [PIC INCLUDED](1.99GB Available)

ok so i have 4.00GB of ram installed on my pc yet it says onlt 1.99GB available?
The OS im running is windows 7 64bit and the mobo ive got is the Asus P7P55D
has anyone encountered this problem before??
if so… how do i solve it?

Onboard/Shared Graphics memory ? Go into the BIOS and look for a way to decrease the amount of RAM the onboard graphics uses.

you recon this could be the problem?
i could take it all away from the onboard graphics as i have a Radeon 4870…
