Transfer to new m/c

I am buying a new m/c and I will move from Vista to Windows 7. I have an external hard drive which should make transferring files quite straightforward.
The question I have is regarding programmes – can I transfer all my programmes as they are or must I install everything fresh on the new m/c ?
I would appreciate your help.

you’ll have to install them again
most programs need to be installed to the machine. but some can just be copied, will be easier to just reinstall them all
