windows issue

i have a laptop where the user account is encrypted with a pass how can i bypass or remove this without formattin and also the safe mode administrator also has a pass

there is a Linux cd which allows you to reset the administrator account. Sorry can’t remember the name.
Otherwise call the person who installed the system and ask them.
